yes, that is possible: When editing open the editor options dialog with F3 or Edit/Editor options. In the "Snapping" group you can specify whether the vertexes would snap to other objects and/or to a grid and to which grid.
The most convenient way is snap to "global grid" which is the one the ruler also uses. You can defined multiple presets for those grid in File/Setup -> Application/Default Grids and switch between these grids in the View/Grid menu.
