In my RedHat Linux system(Cent OS7), I have both python2.7 and python3.6, and default python link to python 3.6. However when I use rpm to install the KLayout deck, it always create the subfolder in the /usr/lib64/python2.7/site-packages, the python version in KLayout is always 2.7. May I know how can I change the python version in KLayout to version 3.6?

You can't with RPM. The RPM is tied to 2.7 on CentOS 7.
You'll need to build from source if you want to customize the Python version. You'll find build instructions here: https://www.klayout.de/build.html
On CentOS 8, the Python version is 3.6.8.
