How to make a menu for user input /select cell ?

Hi sir,
I want to using Ruby scripting to make a function in the top of menu.
firstly , create a table to let user select current library cell by name , and input layer name to do some DRC function.
I have DRC code , but coding is hard to using in some of our designer.
so I want to make a gui for our design team , user can easy to using what my DRC code.
May I know how to do that?
