meaning of "Show As New Top"

Dear Forum,
just curious --> basically I can just take "Show As New Top" as "show this cell", right?
beause until now it still confuses me sometimes why this button is named as such~

    Cells can be show or hidden individually in views, so using terms like "show this cell" might not be the best.

    Example:
    with pad cell hidden:

    with pad cell shown:

    with pad cell Show As New Top:
