You can create a layout and add an image to the view. That feature was intended to be used for overlaying microscope images over layout, but you can use it to draw layout along features of the image.
You can load big images too ... the limit is somewhere between 20k and 50k pixels each side. You have to make sure the image is properly scaled (use the image properties dialog), so it will reflect the physical dimensions of the object you want to draw.
