The error:99 when apply the xsection package

I'm trying to use the xsection package. But meet the error report as screenshot after apply it.
Does anyone know how to solve it? Thanks.

The version of klayout is 0.28.10.
OS is win10 64.

    I fixed it. First install the pyxs package, and then try to install xsection package, it is ok. I don't know why.

    The network API problem is a generic error and says something like "problem accessing the network stack". I got this problem in the past before I packaged a specific version of openssl with KLayout and some system version was used instead.

    But that problem is long gone. I don't think the solution is related to the order of packages you install. There is something wrong with network access in general.
