plugins/tools/view_25d doesn't check for OpenGL support

I have problem to build master with Qt 5.14 configured without OpenGL support (i.e. QT_NO_OPENGL is defined in qtgui-config.h). It'll be good idea to introduce make file option to skip plugins/tools/view_25d or make stub code in it for such situation.
