Like it says, so I keep putting the topcell back
on top over and over. I don't see offhand any
reason why topcell focus should be changed
by manipulating lower level cells.
Is this behavior something that the user
can modify?

In my case, copy and pasting object indeed changes the view,
but it only pan/zoom fit to the object, it won't make it as a new top.
The auto zoom/pan can be disabled through this setting.
This is about the "Cells" window (alongside Layers et al) that
displays the layout hierarchy / cells list. While object copy /
paste affects the X-Y viewport (if enabled), the "Cells" copy /
paste affects the "Z dimension" (the "stack" of hierarchy
layers, which started at the design topcell, is reset to put some
rando just-duplicated cell as the top and the real top layout
"goes back on the shelf".
But guess I should check that auto pan / zoom, although I
believe I had that turned off (don't like that much unexpected
"help").
Yes, but that makes sense, doesn't it? In fact, copying a cell creates a new individual copy and as it is not used (placed) yet, it becomes a top cell.
Maybe what you look for is an instance copy in "deep copy" mode?

Well, not exactly. What I want is the topcell, where I'm working,
to remain the topcell. A new copy may be "-a- topcell" (unto
itself) but copying didn't mean I wanted to move vertically in
the hierarchy. I was fine, just making a copy, which I was just
fixin' to rename and place where I was. But now I'm not there.
I'll try the layout window copy with options, and see how that
plays with the workflow.
