Is does what it says: it will show the selected cell as top cell without the cells it is embedded in. By clicking at it, it will basically disable all layout expect the layout of your selected cell plus it's child cells.
You can return to the previous state with Display->Previous State (or Shift+Tab).

just curious --> basically I can just take "Show As New Top" as "show this cell", right?
beause until now it still confuses me sometimes why this button is named as such~
It's not just display, it's also your starting position in the hierarchy
or a branch of it (or some cell that doesn't even have a place in the
topcell's hierarchy, so you could not navigate through Ascend / Descend).
Certain other Cell window operations will jerk your focus away from
where you were - like Paste a cell, will make it "the" new top (without
regard to actual hierarchy or previous position).
