I discuss this in my other post
https://www.klayout.de/forum/discussion/1270/change-layer-properties-of-a-polygon#latest
I have discovered that the Ubuntu18 .deb has a much lighter Edit submenu and lacks the Change To Layer and Layer editing functions. All I did was install it as-downloaded, per-instructions; I know nothing about settings or dependencies, only see very different GUI detailed content between the two OSes. Pictures of the two in the linked post.
I'd have to imagine it's also possible that the Ubuntu release has things that the Windows doesn't. But no way for me to know, other than to find stuff missing that I don't know where it should be to begin with.
I would like to suggest some attention to this, a common menu-commands tree that keeps versions acting the same?
